Terms of Use

Terms of use of the website and the submission system, user obligations, intellectual property rights, limitation of liability and governing law.

Version 2.2, updated 9 October 2026

This is an English translation. In case of discrepancy, the Turkish version prevails.

1. Parties and scope

These terms govern the use of the website (buhd.org.tr) and the submission system (buhd.org.tr/sistem) of the Cyberspace, Space, and Law Review (the Review), published by Kulular Bilişim Teknolojileri Limited Şirketi (the Publisher).

Anyone who visits the website or opens an account in the system (a user) is deemed to have read and accepted these terms. The obligations of authors, reviewers and editors are also set out on the Publication Principles, Publication Ethics and Review Process pages. These documents form a single whole.

2. Definitions

  • Work: A research article or student article, with its annexes, submitted to the Review for review or published in the Review.
  • Author: A person who submits a work and is listed as an author of it.
  • Reviewer: A person who reviews a work at the invitation of the editor.
  • System: The submission system through which submission, review and publication are handled.

3. Opening and using an account

A user who opens an account in the system must provide accurate and up-to-date identity and contact details. Accounts may not be opened on behalf of another person or with false information. Each account belongs to a single natural person.

An account may be used once the email address has been verified. The user is responsible for keeping the password confidential and for all actions carried out through the account. A user who suspects unauthorised use of the account reports it at once to teknoloji@kulular.com.

Authors submitting to the Student Forum use a university email address ending in .edu.tr. The editorial board may request further information to confirm student or recent graduate status.

4. Prohibited uses

When using the website and the system, users may not:

  • Attempt to bypass the security of the system, access data without authorisation or use other users' accounts
  • Send automated requests to the website or the system at a load exceeding normal use, or carry out denial-of-service attacks
  • Upload files containing malware, viruses or executable code
  • Undermine the blind review process, or attempt to discover or disclose the identity of a reviewer or author
  • Submit a fake work or a work belonging to someone else, suggest fake reviewers or manipulate the review process
  • Use the messaging tools in the system for advertising, unsolicited messages or communication unrelated to the purpose of the Review
  • Upload content that violates the law, personality rights or intellectual property rights

The Publisher may suspend or close the account of a user who breaches these rules without prior notice, exclude the submission concerned from review and take legal action as necessary. For breaches of publication ethics, the procedure on the Publication Ethics page applies.

5. Submitted works

The author accepts and undertakes that the submitted work is original, does not infringe the rights of third parties, and that the necessary permissions have been obtained for any tables, figures, images and long quotations belonging to third parties used in the work. The author is liable for any claims to the contrary.

Submitting a work authorises the Review to reproduce it for review, send it to reviewers, run a similarity check on it and retain it during review. If the work is not accepted for publication, this authorisation is limited to the retention period for review records.

Copyright in the work remains with the authors. When the work is accepted for publication, the authors grant the Review a publication licence through the Author Declaration and License Form. The fact that copyright remains with the author does not permit duplicate publication. Details are on the Publication Principles page. The authors bear full responsibility for the views, information, data and citations in the work.

6. Obligations of reviewers and editors

Reviewers and editors keep the works and reports sent to them for review confidential. They may not use them for any purpose other than review, reproduce them or share them with third parties. A work under review may not be uploaded to any artificial intelligence tool.

7. Intellectual property rights

Copyright in works published in the Review belongs to their authors. Works are published under the Creative Commons Attribution-NonCommercial 4.0 International (CC BY-NC 4.0) licence. Users may use the works free of charge in accordance with the terms of this licence.

The publication principles, author guidelines and other website texts may be used with acknowledgement of the source and for non-commercial purposes. The name, logo and visual identity of the Review and the design and software of the website belong to the Publisher. They are protected under Law No. 5846 on Intellectual and Artistic Works and Industrial Property Law No. 6769 and may not be used without written permission. The name and logo of the Review may be used without alteration only to cite a work published in the Review or to promote the Review.

Bulk and automated copying of data on the Review's website and in the system is prohibited, except for the open access metadata of published works (OAI-PMH).

8. Limitation of liability

The views in works belong to their authors and do not reflect the views of the Review, the Publisher or the boards. Works published in the Review and website content do not constitute legal advice.

The Publisher takes reasonable care to keep the website and the system running without interruption or error. It cannot, however, be held liable for interruptions caused by maintenance, updates, failures originating from service providers or force majeure. Users should keep their own copy of the files they submit.

The website may contain links to other websites. The Review is not responsible for the content or privacy practices of those websites.

9. Personal data

Details on the processing of personal data are on the Turkish Personal Data Protection Law (KVKK) Privacy Notice and Cookie Policy pages.

10. Fees

Using the website, opening an account in the system, submitting a work, review and publication are free of charge. The Review does not request fees under any name. Messages requesting fees on behalf of the Review do not come from the Review and should be reported to teknoloji@kulular.com.

11. Notices

The Publisher sends notices to users at the email addresses registered in the system. Users may contact the Publisher at teknoloji@kulular.com or by post at Kızılırmak Mah. 1450 Sk. Hayat Plaza No: 16 Çankaya/Ankara.

12. Amendments

These terms may be updated. The current version is published on this page with its version number and date. Material changes are announced to registered users by email. Continued use of the website and the system after a change constitutes acceptance of the current terms.

13. Governing law and jurisdiction

These terms are governed by the law of the Republic of Türkiye. Without prejudice to the statutory rights of users who qualify as consumers, the courts and enforcement offices of Ankara (Central) have jurisdiction over disputes arising from these terms.
